Using Meteo is fairly straightforward.
# Render the sequence you want as a ROM as an AVI, MPG or MPEG file.
# Open Meteo and put the path of the rendered file under "Movie File".
# Set the GBA ROM file to save wherever you want. Most emulators look for *.gba for Gameboy Advance ROMs.
# Set the ROM title to whatever you want.
# Set the bitrate to whatever you want, but keep it higher for more "intense" videos.
# Ignore the conversion settings unless you know what you are doing.
